The City of Vancouver has a vacancy for a Systems Analyst II in the Development Branch in the Information Technology Department, Corporate Services. This position is temporary for approximately twelve (12) months, with the possibility of extension(s). Reporting to the Web Development Manager, this exempt position is required to be a project leader on software development projects through the preliminary investigation, analysis of requirements, business case and feasibility analysis, design, implementation, quality control, documentation, and post-implementation review phases. This position is required to work with City staff and other team members to identify requirements for web-based applications that are not currently being met, review proposed designs, and propose business solutions and alternatives. This involves communicating to users, understanding, prioritizing and documenting their unmet business requirements, and then moving through the design and development phases of the project life cycle. The position will provide direction to the programming staff members on the Web Development team on a project basis and assess their work.

This position is required to develop and help enforce standards of industry-based best practices relating to the web development environment including documentation, programming, data, testing, and procedures. This position is also required to work with Information Technology staff to maintain consistency and continuity with the City’s overall technology standards and procedures. The position must remain current with developments in new technologies, including releases, enhancements/new functionality and best-of-breed business processes and practice. As well, the Systems Analyst II will deliver presentations to customers (users, departments) and other staff on business application processes, systems solutions and specific technologies.


Qualifications:
The incumbent is expected to have a diploma or degree in Computer Science, Business Administration or a related discipline. Formal Project Management training is a definite asset. A minimum of three years of experience in developing and implementing web business applications through a standard lifecycle approach, preferably in a municipal environment. Demonstrated knowledge of business applications and how they relate to and support the City of Vancouver business processes. Experience with business and systems analysis tools and techniques. Strong ability to develop and maintain effective working relationships and to work effectively with changing and competing priorities with frequent interruptions within a multiple task environment. Strong analytical and problem solving skills. Excellent oral, written and presentation/facilitation skills, with ability to communicate at all levels within the organization. A thorough knowledge of Web technologies (i.e. Object oriented, .Net framework, web services, service oriented), SQL query/reporting tools, Software development methodologies (i.e. agile/iterative), Collaboration tools (i.e. SharePoint), and Release and Change management practices.

Salary Range:
Compensation for this exempt position includes an annual salary of $67,370 to $84,207. For temporary exempt employment there is flexibility to offer either a comprehensive benefits and vacation package or a percentage in lieu of these benefits. In addition, there is an earned days off system (EDO).
